Every owner of a new building shall construct the ground floor of such building at such sufficiently high level as will allow of the construction of a drain and of the provision of the requisite communication with any public sewer into which such drain may lawfully empty, at a point in the upper half-diameter of such sewer.

All works connected with the construction, repair, amendment, disconnexion, trapping, and ventilation of drains shall be carried out at the cost of the owner of the building by persons approved by the Building Authority under the supervision of his officers and in all respects to his satisfaction.
