13. In these by-laws-

“neon sign" means any arrangement of glass tubing charged with neon, argon, helium or other inert gas which when subjected to electrical pressure gives a bright glow, whether in the form of letters, characters, model, device, border or outline, designed to attract public attention to any building or place on or in which it may be affixed.

Penalties and Citation.

14. (1) Any person who acts in contravention of by-law 1, 2(1), 2(4), 3(1), 5, 6, 7, 8, 9, 10, 11 or 12 shall commit an offence and shall be liable to a fine of one thousand dollars.

(2) Upon conviction for an offence against any of the by-laws mentioned in paragraph (1), an order may be made for the removal of the advertisement.

(3) Any person who fails to comply with any such order shall be liable to a fine of twenty-five dollars for every day that he is in default and to imprisonment for three months.

15. These by-laws may be cited as the Advertisement By-laws.
