(10) It shall not be lawful for any person, without the permission in writing of the Governor, to keep, except at the Government Gunpowder Depôt, for any time, however short, any quantity of gunpowder or other explosive: Provided, nevertheless, that any person may keep for his private use only, and not for sale, any quantity of gunpowder not exceeding twenty pounds and any number of safety cartridges not exceeding five thousand.

(11) Where any magistrate has reasonable grounds for believing that any gunpowder or other explosive is kept on board any vessel, or in any house or place, in contravention of this section, he may grant a warrant to any police officer to enter the same, and thereupon such officer may so enter and, if necessary, break into the premises and search the same.

(12) It shall be lawful for the Governor in Council to make regulations for the proper carrying out of the provisions of this section, and for the movement, carriage, landing, shipment and transhipment of explosives, and the precautions to be taken in connexion therewith, and to fix the sums chargeable for the storage of gunpowder, safety cartridges or other explosives.

Every violation or neglect of any such regulations shall render the party so offending liable to the penalties imposed by sub-section (14).
