British river steamers not exceeding (3) Every British river steamer not exceeding sixty tons shall comply with the regulations contained in Table E in the Regulations, and shall be provided with a master who possesses 60 tons. a local certificate of competency from the Harbour Master and also with an engineer who possesses a like certificate.

or motor (3A) Every steam or motor vessel which plies as a ferry between two or more points within the Colony shall comply with the regulations contained in Table E in the Regulations for vessels. the time being in force and shall be provided with a master who possesses a local certificate of competency from the Harbour Master and also with an engineer who possesses a like certificate.

(4) The master of every British ship and of every foreign Ship leaving ship holding a passenger certificate under section 10, leaving cated or attempting to leave any port of the Colony without having on board, and entered on the register and articles of agreement, officers possessing the certificates required by this section shall be liable to a fine not exceeding five hundred dollars; and it shall be lawful for the Harbour Master to refuse a port clearance to any British ship, or to any foreign ship holding a passenger certificate under section 10, in case of non-compliance with the provisions of sub-sections (2) and (3) of this section; and if any ship to which this sub-section refers leaves or attempts to leave any port of the Colony without a clearance, the master thereof shall be liable to a fine not exceeding five hundred dollars.
Penalty on employment
of un- (5) Every person who, having been engaged in any of the capacities mentioned in sub-sections (2) or (3) in any such ship as aforesaid, goes to sea in that capacity without being entitled certificated to and possessed of such certificate as is required by this section, person. and every person who employs any person in any of the above capacities in such ship without ascertaining that he is entitled to or possessed of such certificate as is required by this section, shall be liable to a fine not exceeding two hundred and fifty dollars.
