8. Every printer, and every publisher or other person employing any printer, who neglects to comply with the provisions of this Ordinance, shall upon summary conviction be liable to a fine not exceeding twenty-five dollars.

11. It shall be lawful for the Governor in Council to make such rules as may be necessary for carrying out the objects of this Ordinance, and, by notification in the Gazette, to exclude any class of books from the operation of this Ordinance or any part thereof.
