(b) the owners or charterers, or if they are absent from the Colony their respective agents, shall have furnished, on oath if required, all the particulars specified in the Third Schedule as necessary on application for the form of licence applied for and all other particulars relating to the intended emigration that may be required by an Emigration Officer;
