(b) that every such hospital shall be fitted with bed places and supplied with proper beds, bedding and utensils, to the satisfaction of the Emigration Officer at the port of clearance, and shall throughout the voyage be kept so fitted and supplied;
(7) in the measurement of the passenger decks for the purpose of determining the number of emigrants to be carried in any such ship the space for the sick-bay or hospital shall not be included;
(8) that provisions, fuel and water have been placed on board, of good quality, properly packed and sufficient to supply the emigrants on board during the declared duration of the intended voyage according to the following scales-
