(20) to make provision for the establishment of a University printing press, and for the publication of books and other matter by the University.

(21) to do all such other acts and things, whether incidental to the powers aforesaid or not, as may be requisite in order to further the objects of the University, and to cultivate and promote arts, science, and learning.

5. The authorities of the University shall be the Chancellor, Vice-Chancellor, the Court, the Council and the Senate.

6. The Chancellor shall be the President of the Court. The Governor shall be the Chancellor.

7. Whenever the office of Governor is vacant, or if the Governor becomes incapable, or is absent from the Colony, the officer for the time being administering the Government of the Colony shall be Pro-Chancellor and shall exercise all the functions of the Chancellor.

8.--(1) The Vice-Chancellor shall be appointed by the Court upon the nomination of the Council. He shall be the chief administrative officer of the University, and shall have such powers and duties as the Council shall assign to him. He shall confer degrees in the absence of the Chancellor and Pro-Chancellor.

(2) In the event of the absence or inability of the Vice-Chancellor, and in the event of any vacancy in the office of Vice-Chancellor, it shall be lawful for the Court, upon the nomination of the Council, to appoint an acting Vice-Chancellor who shall exercise all the functions of the Vice-Chancellor.

9.--(1) The Treasurer shall be appointed by the Court upon the nomination of the Council.

(2) In the event of the absence or inability of the Treasurer, it shall be lawful for the Court, upon the nomination of the Council, to appoint an acting Treasurer.

(3) The Registrar, and such other officers as may be necessary, shall be appointed by the Council.
