(23) When any passenger ship has sustained or caused any accident occasioning loss of life or has received any material damage affecting the seaworthiness or the efficiency thereof, either in the hull or in any part of the machinery, the master shall, within twenty-four hours after the happening of the accident or damage, or as soon thereafter as possible, report the same by letter to the Harbour Master, and in default, without reasonable excuse therefor, he shall be liable to a fine not exceeding five hundred dollars.
(24) If the provisions of this Part, which require a passenger ship to be surveyed and to have a passenger certificate, are not complied with in the case of any such ship, the master or owner shall, without prejudice to any other remedy or penalty under this Ordinance, be liable to a fine not exceeding one hundred dollars for every passenger carried from or to any place in the waters of the Colony.
(25) The owner or master of any passenger ship shall not, for carrying receive or have on board thereof or on or in any part thereof at any place within the waters of the Colony any number of passengers in excess of complement. the number allowed by the passenger certificate, and if he does so he shall be liable to a fine not exceeding two hundred dollars, and also to an additional fine not exceeding five dollars for every passenger above the number so allowed.

11. (1) Every passenger ship of which survey is required by section 10 shall-
(a) be provided (if a steamship) with a safety valve upon each boiler, so constructed as to be out of the control of the engineer when the steam is up, and, if such valve is in addition to the ordinary valve, it shall be so constructed as
