31.-(1) The rates provided for in section 29 and the districts to which they apply may be altered by resolution of the Legislative Council.

(2) If any such resolution is passed, the Governor shall fix a date for its coming into effect.

Payment and Recovery of Rates.

32. The above rates shall be paid quarterly in advance at the Treasury within the first month of each quarter, and the times appointed for such payment shall be notified quarterly by the Treasurer in the Gazette.
