It shall be lawful for the Governor-in-Council to appoint such places as he shall think fit to be leper asylums for the segregation and treatment of lepers; and every such asylum shall comprise such area as the Governor shall define by proclamation. No leper asylum shall be established by any private person.

Council may establish leper asylums.
