32. Every penalty imposed by this Ordinance shall, unless otherwise provided, only be recovered summarily.

33. The provisions of this Ordinance shall not apply to any life insurance company which has made a deposit in Great Britain under the provisions of the Life Assurance Acts, 1870 to 1872, and the Governor-in-Council may at any time, in his discretion and for such period and on such conditions as he may think fit, exempt from any or all the provisions of this Ordinance any life insurance company.
