13. Every person who, without lawful authority or excuse, purchases, or receives, or knowingly has in his custody or possession any paper manufactured and provided by or under the directions of the Commissioners of Inland Revenue or Commissioners of His Majesty's Treasury for the purpose of being used as exchequer bills, bonds, or debentures, before such paper has been duly stamped, signed, and issued for public use, or any such plate, die, or seal as is mentioned in the last two sections, shall be guilty of a misdemeanor, and shall be liable to imprisonment for any term not exceeding 3 years.

14. (1) Every person who forges or alters, or offers, utters, disposes of, or puts off, knowing the same to be forged or altered, any note or bill of exchange of the Bank of England, or of the Bank of Ireland, or of any other banker, commonly called a bank note, a bank bill of exchange, or a bank post bill, or any indorsement on or assignment of any bank note, bank bill of exchange, or bank post bill, with intent to defraud, shall be guilty of felony, and shall be liable to imprisonment for life.
(2) In this and the following sections of this Ordinance, "banker" means any body corporate, company, or person, carrying on the business of banking, other than the Bank of England and the Bank of Ireland.
