In the case of all premises, other than those hitherto used for the purpose of carrying on the trade of bone-boiling, the trade of tallow-melting, or the trade of fat-melting or fat-extracting, no person shall carry on any or all of the above trades in such premises without the sanction in writing of the Board, and the owners shall duly register at the office of the Board, in the form required, such premises annually in the month of January, during the period in which it is intended to carry on any or all of the above-mentioned trades.

1. The following expression, as used in these By-Laws or in any By-Law Meaning of

amending or substituted for the same, shall, unless inconsistent with the context, have and include the meaning hereinafter set against it; that is to say,

"the keeper of an opium-smoking divan" means the person whose name appears in the register kept by the Registrar General, in accordance with Section 8 of the Regulation of Chinese Ordinance, 1888, as the householder of any building which is occupied or used as an opium-smoking divan, or, where a portion only of any building is so occupied or used and is rented for any period not less than one month, then the person whose name appears in the said register as renting such portion of the said building.
