any crime, or to obstruct, prevent, pervert, or defeat the course of justice, he shall be liable to imprisonment, with or without hard labour, for any term not exceeding three years, or to a fine not exceeding hundred dollars, or to both.

BE it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:

1. This Ordinance may be cited as Kellet Island Ordinance, 1898.

2. No ship, boat, junk, or other vessel shall anchor, remain, or loiter within a distance of fifty yards from high water mark on Kellet Island, without a written permit from the Officer Commanding Her Majesty's Naval Establishment Forces in this Colony: Provided that this prohibition shall not apply to vessels in the employ of Her Majesty's naval or military authorities or in the employ of the Government of this Colony, whether upon Police service or otherwise.
