(14) Any Certificate of Colonial Registry granted under this section shall be in force and effect for one year from the date of such certificate, and no longer, and such certificate shall be renewable by indorsement on the same by the Registrar of Shipping: Provided always that, whether the certificate is intended to be renewed or not, it shall be delivered into the custody of the Registrar of Shipping five days before the expiration of the year for which it has been granted or, in the event of the registered ship being at sea, then on her return to the Colony. The Owner, agent, or master of any such ship who neglects to comply with the requirements of this sub-section shall be liable to a penalty not exceeding five hundred dollars.

(15) No prosecution shall be instituted under this section except under the fiat of the Attorney General.

The name of a master, first, only, or second mate, or first or second engineer shall not be attached to the register or articles of agreement of any British or Colonial Ship, unless such master, mate, or engineer is to possess certificates.
