In the matter of an appeal by

From and after this date no licence for a steam-launch will be issued or renewed under the provisions of sec. 7 of Ordinance 8 of 1879, unless the person applying for the same produces a certificate from the Government marine surveyor to the effect that the vessel for which the licence is applied is properly fitted with a fusible safety plug.
