44. An abstract of such portions of this Ordinance as the Governor in Council may direct, shall be delivered to the master of every vessel upon her entering the waters of the Colony; and if before obtaining every vessel. clearance, the master do not return such abstract to the Harbour Master, he shall pay a fee of one dollar for the same.

Repealing clause.

45. On and from the coming into operation of this Ordinance the Ordinances hereunder specified shall be repealed to the extent herein mentioned: Provided that any officer appointed in pursuance of any such enactments shall be deemed to have been appointed under this Ordinance, and any rules or regulations made by the Governor or the Governor in Council in pursuance of any such enactment and not repealed by this Ordinance or by any rules or regulations hereafter made or to be made. thereunder, shall be deemed to have been made under this Ordinance, and this Ordinance shall not affect:-

(1.) Anything done or suffered under any enactment hereby

repealed; nor

(2.) Any right, power, duty, obligation, or liability acquired, imposed, accrued, or incurred under any enactment hereby repealed; nor

(3.) Any penalty, forfeiture, or punishment incurred in respect of any offence against any enactment hereby repealed;

nor

(4.) Any legal proceeding in respect of any such right, power, duty, obligation, liability, penalty, forfeiture, or punish- ment, and any such legal proceeding may be carried on as if this Ordinance had not passed;
