The Governor is hereby empowered to provide, at the expense of the Colony, all necessary vessels and buildings for the storage of gunpowder, and no gunpowder arriving in this Colony shall be stored in any other building or vessel except as provided by subsection 10 and subject to the observance of the rules and regulations to be made under subsection 12 of this section.

2.
