and every broker or dealer who being so ordered shall refuse or neglect to deliver up the goods, or who shall dispose of or make away with the same after notice that such goods were stolen or unlawfully obtained as aforesaid, shall forfeit to the owner of the goods the full value thereof: Provided always, that no such order shall bar any such broker or dealer from recovering possession of such goods by suit or action at law from the person into whose possession they may come by virtue of such Magistrate's order, provided that such action shall be commenced within six calendar months next after such order shall be made. And be it enacted and ordained, that when any goods or money charged to be stolen or unlawfully obtained, and of which the owner shall be unknown, shall be ordered by any Magistrate to be delivered to the Superintendent of Police, it shall be lawful for such Magistrate, after the expiration of twelve calendar months during which no owner shall have appeared to claim the same, to order such goods or money to be sold or disposed of towards defraying the expenses of the Police Force.

Unclaimed stolen goods delivered to the Superintendent of Police may be sold after twelve months.
