VICTORIA, 23rd October, 1846. "Sin-1 observe from the parliamentary papers of the 5th August, that Dr Bowring drew the attention of her Majesty's ministers to the fact of 54 men having been publicly flogged in Hongkong, in one day, for not having tickets of registration. Dr Bowring is entitled to the thanks of every member of the community for the exposure he made of the atrocities committed by the stipen diary magistrate; and 1, for one, most sincerely trust that he will not rest uat:l he has exposed other official delinquencies in Hongkong.

From a hint dropped some time ago, I was in hopes that you would draw public observation to another act which is disgraceful to those who sanctioned t, repugnant to English feeling, and opposed to the spirit of English law, but I understand that your bealth is indifferent, which may account for your silence on this, as well as other matters of importance, to all who respect the laws of the land that gave them birth.

Some unfortunate slaves from the Portuguese settlement of Macao fled to the colony, hearing that under our flag they would be free. It is alleged that before fleeing from bondage they robbed their masters of some articles of jewellery, but this does not in the least after the merits of the case, which I now narrate. They were taken up in Hongkong, on the suspicion of having committed a robbery in the Portuguese settlement, our governor obligingly intimating to the Governor of Macan that the slaves were in custody, and would be delivered on application. Mr Editor, I will not venture to comment on this procedure-it is 80 extraordinary, so un-English, so opposed to everything that la just and liberal, that the man who would sanction it is unfit to hold any

ODDS AND ENDS.-Wilcox, a London tailor, made an appearance in the Court of Bankruptcy, London, on Monday week, when it came out that he had shipped a cargo of "trimmings" to Hongkong at a cost of £170; and got back £15 He had also sunk a large sum of money in endeavouring to introduce to public favour a "patent horse-shoe." The French Corvette Victorieuse proceeds this day to Macao, and returns here in 3 or 4 days, in 14 days the French Frigate and Corvette will proceed to the Northward.
