SIR-I beg leave to suggest to your Excellency that in all future prosecutions of Chinese involving the penalties of death or transportation. there be assigned to the ecoused counsel nominated by the Court and paid by Government; and that the accused shall have the benefit of a jury composed to the ex- tent of one-half of their own countrymen.
