Of the correctness of our view of this disa- greable affair we might cite numerous cases, showing that even with a convention, the ap- plication of a foreiyo power for the person of a Refugee is always received with great caution.

We may mention, that the Authorities of Macao have accepted bail for the appearance of Mr Pacheco, and by the latest ecc iunte, there was little doubt but what security would be taken for the appearance of Mr d'Assis. The laws of Portugal do not sanction the ac ceptance of bail for persons charged with fely- py, and we are therefore bound to believe that in the present instance the real charges against the prisoners are purely of a civil nature."

Considerable dissatisfaction has been excited in the colony by an ordinance, imposing a duty of five pss cent on wines imported. The Fricad of China re marks, with great truth, in refernce to this tax
A Porlaguose subject named Margal est blished himself in Canton as an Opium broker. After getting into credit, the man sold druge the value of 800,000, receiving payment in cash, and, as is usual, giring the purchasers ordets upon ships moored in the outer waters. The orders were not honoured, the seller not having drug on board these vessels, In short the transaction was fraudulent, Margal leaving Canton before his kravery became known, and taking luge in Macan. On application of the parties defrauded. Margal was arrested in Ma cao, and has been confined for upwards at seven months without being brought to trial. From causes which have not been made public, the Portuguese Government suspect, or pretend to suspect, that Messrs, d'Assis, Pacheco, and de Mello, were in collusion with Marçal, and shared the spoil-be first of these Gentlemen holds the office of Deputy Judge of the Su- preme Court, the other two are Merch It is alleged, however, that in bringing the charge against these individuals, the Macao Gra
