PROBABLE SU PEASION OF SPECIE PAYMENTS, According to all appearances it seems to be highly probable that the banks here, and throughout the country, will suspend specie payment in a short timo, probably before or after the middle of summer, 11 well known that the Wall street journals, live and exist in the confidence of the banks in that street, and that the sentiments which they put forth, and the purposes which they revoal, come from the bank parlors of the various institutions in that quarter. Since the sub-treasury bill passed the House of Representatives by a large vote, making incumbent on the government to collect all its dues and customs in gold and silver, there has been a considerable effa rescence, and a great amount of feeling among the banking institutions; and this has escaped by the usual safety valve, by their organs in Woll street, and throughout the country, By the same journals, it is now said that the sub- resory bill will pass the Senate, in the same shape in which it passed the House. If this be correct-- and the banks and newspapers would not promul gate such facts, if they were not true - we may ex pert, in the course of the surumer, as a matter of necessity, the gradual and final suspension of spece payment by the banks in New York, and throughout the country.

In this state of things, the goverment itself will naturally take alarm; snd so there will be a grural rush for specie, by the government, the private deposturs, and the bill holders. It appears that the friends of Mr Webster Ares charging Mr Ingersoll and his associates in the developements that he has marte relative to the Ashburton treaty, with having formed a conspiracy to destroy this distinguished man, and prevent his usefulness as Senator in Congress, on the pending important matters, both foreign and domestic. will be recollected that this episode originated in a speech made by Mr Ingersoll in the House, in which certain charges were preferred against Mr Webster, connected with his conduct on the Ash burton argociation and the cuse of McLeod. These charges were repented by Mir Dickinson in the Senato, and on Monday last Mr Webster commen ced his reply-a reply which has astonished the whole conuiry, and which is said by his friends to annihilate his antagonists. Togersoll now comes forward to the House, and calls for several

papers, letters and other documents, in the Department of State, in order to sustain his charges, which motion has been sanctioned by the House-all of which has produced a feeling of bitterness and excitement that may lead to various other matters and devel- opements hereafter.

A great curiosity has been formed, to know what the nature of the charges against Mr Webster may be; and our Washington entrespondent, for the first time, discloses what their character is expected to he.

It appears that there is rariety of correspon deare in the State department, showing that Mr. Webster used the secret service money for the pur during the McLead trial, and that one of the agers pose of "regulating" the press on the frontier,

The relation expected in answer to Mr Inger. soll's resolation, may be likened to those recently brought forward by McKenzie, exposing the secret tactics of Mr Van Buren and his party in this conuiry for many years past. The developements will be an agreeable subject of debate, and an tereating topic of discussion.
