Whereas the Commandoff Fer Most Gracions / Majerte the QUEEN have been received through the Principal Seer tary of Blate for the Coins, approving of and confrming the two Ordinances berei batter specified, namely
Ordinance No. 14 of 1815, entitled "An Ordinance to
repeal Ordinance No. 5 of 1841, entitled, An Ordinance for the preserration of Good Grder and Cleanliness within the

Whereas the Commands of Her Most Gracious Majeur the QUEEN have been received through the Principal Secret tary of State for the Colonies, disallowing Or inance No. 4 of 1844, intituled, "An Ordinance to restrain Masters of Merchant Vressis belonging to Her Majesty's Subjects from leaving eames and ofhere in a destitute State in the Co- Jony of Hongkong, and from refusing to convey distressed Seamen from thence to England; and also in provide for the goo Conduct of Seamen within the same;"-Notice is here- by given of the same, and the provision of that Ordinance, are declared to be null and void, and of no effect.

The position of the Foreign residents deserves every consideration. The hostile feeling of the lower, and it is said even of higher classes, towards the outside barbarians has in no degree diminished since the termination of the late war. Indeed it is the opinion of the oldest re- sidents, that at no time has there been so little security for life and Troperty, as since the pre- sence of a ship of war for their protection was stipulated for by solemn treaty between Great Britain and China. It is painful to imagine such a dreadful cala-- ray as the destruction of the factories by an infuriated mob, and the sacrifice of valuable lives in the defence of property, but such an occurrence is by no means improbable.
