An eyewitness to the scenes of the 8th and 9th of July could not fail to remark, that the foreigners were at ia & very different and certainly in a very insuficient mana ner; that success is to be attributed more to the endea-phantly. Yours of individuals than to a well formed plan; that peo ple who were desirous to make themselves useful, did not know where to address themselves that others at ed upon their own band without superintendence, and perhaps not strictly prudent; and finally, that the number prepared to watch on a continuation of the disturbances, very soon public servant more spontaneous and unpremeditated, and 12, H. Jesinh Quincy, Jr., addressed to him an appropriate welcome. He alluded happily to the spontaneous aprising of the people, to evince their condemnation ofthe calumniators at Wash- ington, and after bidding him welcome in behalf of his as- sembled fellow citizens, and alluding to the fatigues inci- dent to his journey, He concluded, by using Mr W.'s own language, with one alteration, to learo him in the best' of company, his owa.
Mr Webster, much moved by the unexpected and grath fying welcome, responded in a brief but happy manner. Be expressed a lively sense of gratitude for the nature of his reception-referred, in passing, to the public affairs, er- pressed a hope that the present prosperous state of the though he would not disgnise the danger which always country might be permitted to continue undisturbed. attended times of political excitement, that the best policy would dot in all things be pursued: He hoped, however, there would always be found those who would be above mere parry trammels, and who would unite to preserve the prosperity of the country. Bis allusion to the personal at tacks that had been made upon him were brief, and made in passing. He said they had not cost him a single sleep less night
With greater effect and despatch, the endeavours and the strength of the individuals would have been applied, if for such cases, a standing committee were chooser, that would meet in the moment of a rol commencing by a given signal the body of men armed for the purpose with Arms exactly of the same description, would assemble and Chosen commander would direct their movements.
If the Chinese know such an organisation to exist if they bare experienced the effect once or twice, they will be Jess inclined to distort the pence, and with their fear, their re- -gard for foreigners will grow.
The foreigners at Canton are numerous enough to form three divisions. Three companies might exist, obe English, one American and one Parsee. The few individuato other nations might choose for themselves to associate with one of them.
Every company would have to choose a member for the standing Committee, would have to choose its officers and Commanders.
It would be desirable to agree about the same descrip- tion of arms, that the men of every division, on a known signal, assemble on a certain spol; that they exercise in the use of arms so far as to enable them for an action upps a given plan.
I feel confident such practices will contribute considera-

The Braganta, Captain Lewis, arrived ra- ther unexpectedly on Monday evening about 9 O'clock; the Post Master. with his usual promptitude on the arrival of overland mails, delivered the Marseilles portion that night in good time for its despatch to Canton by the Corsair at midnight. The Canton comintuity would thus derive the full advantage of steam communication, by having letters from London in 30 days.

When we take into consideration the sudden and spor- taneous impulse that gave rise to this welcome to Mr Webster, and all the circumstances of his return, it may well be regarded as a reception of which Mr Webster and his fellow citizens may alike be prond.

The public meeting on Monday evening was well attended, and it is to be hoped, that a so. ciety was then organised, which will obtain the support of all classes of the community. We believe that this is the first attempt which ha been made to raise an annual fund for charita ble purposes; and howener much the inhabi tants may be disappointed with the colony
lity to be controlled by any consideration short of a disapproval of the object of the subscription and we apprehend that bone disapprove of it. We take the minutes of the meeting from the pages of our contemporary the Hongkong Register.
MINCTES of a meeting of the inhabitants of Hong kong, held pursuant to public notice, on Monday the 19th July, 1846, at the house of Heary Robert Harker, Esq., to take into consideration.
The desirability of forming a fund for the relief of sick and destitute foreigners in Hongkong, (the word foreigners to include natives of every coun- try excepting China) and to consult on the best means of carrying such a project into effect. The Rer V. Stanton in the Chair.

Our readers are in possession of the English shipping intelligence and a digest of the month's news through the medium of the
"Straits Times" Extra of the 6th, in addition to which we observe that the Marquis of Bute sailed from Liverpool for Hongkong on the 23rd of May, and that the Sir Robert Bale from henca with invalid troops had arrived having lost 14 during the voyage 7 of the 18t5 and 7 of the 98th. We give a few extracts from monthly papers, referring to the two momentous questions-our relations with America, and the corn law bill.-These extracts will be fol. lowed by others, containing the opinions of the leading weekly papers.
The latest dates from America are by the Great Western, from New York 7th May. It is affirmed that a special messenger, by the Great Western, carried instructions to the Ame- rican Minister at London, to give intimation to the British Government that the joist occu. pancy of Oregon should cease in one year is also affirmed, that the formal notice was given; before the Marseilles portion of the mail bad for ed. It is perhaps satisfactory to hear that the question approachs a settlement-either amica. bly, or by an appeal to arms. If the negotia tions are intrusted to Mr Polk, we are at a loss to see how war can be avoided, if that Gentle man is disposed to maintain the high grounds be assumed on entering upon office. pression in America is, that all difficulties will be amicably settled, though how, is not shown. 6.
