Crime has certainly diminished greatly, and severity is less called for. We seldom hear of a robbery of any magnitude, nor do the natives shew the slightest disposition to be insubordi nate. That they have no confidence in our imunicipal court or rather the court which usurps the duties of a municipal court-is suf- ficiently well known, and a continuance in the system of flogging for the most trivial offences is cruel and injudicious. At the last session of the Supreme court, there was not one case importance, whereas, formerly there were a dozen. This is satisfactory, as showing that the population is a more orderly one; and though the punishment inflicted for some offences, which come within the jurisdiction of the Ma. gistrates, are severe and barbarous, stil in the more serious cases, which are tried before the supreme court and a Jury, it is seldom necessary to punish with seventy.
