A LEGISLATIVE MISTAKE. Another instance of the danger of hasty legisla tion has just occurred. On Wednesday evening, the Savings Bank Loan Bill passed through com mittee, and was read a second time, and ordered to be engrossed and read a third time on the day fol- lowing The next morning, however, it was dis- coverd that by some most unfortunate oversight one of the enactments caine into direct collision with a clause in the Friendly Societies' Act.

We must now show wherein the mishap consists. Two years ago-on the 24th November, 1943 -our legislature passed that very excellent Act (7 Vic- toria, No. 10) entitled, 'An Act to regulate Fricnilly Societies in the Colony of New South Wales. The object of this law was to enable those useful insti- tutions to carry on their operations with facility, regularity, efficiency, and security; and copecially to throw around their hard-earned funds overy safe- guard that could be applied by legislation. Hence is peremptorily onucted by the 13th section, that the treasurer or trustee for the time being of any such society shall from time to time invest such → sims of the society's money as its exigencies do not immediately require, in the Savings Bank of New South Wales or Port Phillip respectively." The intention of this requirement obviously was, to com- bine with fructification the greatest possible safety, in the investment of funds not immediately wanted. A few days previously, the Council had passed the 7th VICTORIA, No. 6, to amend the laws relating to the Savings Banks, wherein it was stipulated, with a wise beneficence, that the repayment of deposits should be guaranteed by the Government to the ex- tent of £50,000.
