The alleged insalubrity of Hongkong, of which so much has been said has hitherto been felt chiefly by the troops, for the mortality among the civil residents, who have enjoyed grønter advantages, hes unt been so great as in most other tropical climates. And it would have been well that writers on the subject, who have given currency to such fearful ex- aggerations, had always observed the distinction and in. vestigated its cause. From the first occupation of the island until the spring of last year, there was not a buildingin the place, which, according to the opinion of the most competent medical officers, afforded to the soldier any reasonable chance of escaping diecate; and although the North Barracke hove have occupied since the latter period it was not until March last that they could be said to huyo had a fair trial; because, prior to the arrival of the Royal Irish, they were inhaled by men whose constitutions had been grievously undermined before they ever saw Bongkong. Moreover, the building having been only completed in the early part of 1844, it could scarcely hava been sufficiently seasoned when the hat wen. ther set in and thus when the writer of the "Staustical Comparison" set his foot on Hongkong, the sanatory pros. pects of the garrison were still dark and depressing; thongh the influential officers of Government, civil and military wero. reluctant to despair. Of this number was the Military Com- mander, General D'Aguilar, who, intead of constructing temporary barracks in different directions, in the hope of discovering a healthy site, as had been the practice hitherto, adopted the only remedy of which the prevailing evils were susceptible,S

respectfully solicits the patronage of the Merchants and foreign Residents in Langkong and Chim, and hopes by a prompt attention to business, to merit a continuance of the patronago bestowed upon his predecessor.

Notwithstanding the formidable obstacles presented by the traminels of official regulations, in conformity with which yenis may be spent in making references and awaiting the sanction of the authorities at home, before the most impora tive improvement can be adopted to any public work, the General, it is understoel, took upon himself the entire res. ponsibility of commencing at once such permanent buildings as he deemed necessary for the troops; and the noble Hos pital and Barracks, not surpassed in any Colony of the Brit ish Empire, which are now on the eve of completion, atest the comprehensiveness and liberality of his views, whilst the wisdom of giving immediate effect to those views is fully manifested by the comparative cxemption from sickpuss en- joyed by the portion of the garrison who have been lodged in permanent barracks during the past Summer. In confirma. tion of this remark we are enabled to state, that the causal. ties, since the 1st of March, amongst the men of the Royal Irish, quartered in permanent barracks at Victoria, havo only amounted to five per cent, whilst those which hare co curred during the same period amongess the men of that | Privatter, Abbott, corps stationed in temporary buildings at Chekchu, have amounted to nearly twenty dres per echt

These facts speak for themselves, and will bara due weight with all manonal and unparjodiced minds
