THE FRIEND OF CHINA
AND HONGKONG GAZETTE. VICTORIA, WEDNESDAY, DECEMBER 107, 1845.
We made a slight error in our last publica- tion, which we beg to correct. The assault at Canton referred to, was not committed on the evening of a Sunday; it was immediately after prayers however, and hence we were led into the error, forgetting that may pious people have family worship morning and evening of every day.
THE FRIEND OF CHINA AND HONGKONG GAZETTE.
reigners have resided for two hundred years, was probably for the first time viewed by the "barbarians." Several parties had been made up, with intention of walking round the walls on the 7th, if the weather proved favorable.
From this, it is evident that the local Magis trates--if they have the will-have the power to protect foreigners from insult while enjoying a privilege which is conceded to strangers in all civilized countries. Ingress to the city itself is the next point to be gained, and we do not doubt, but that His Excellency Sir John Davis will redeem the pledge he has given to obtain for the foreign populace of Canton this reason ablo concession,
The present Government of Hongkong will always retain an unenviable singularity in co- lonial history-amidst the legion of local laws which they have enacted there is not one of them having for its object the moral or religious.im- provement, of the people, or the encouragement of any benevolent institution. They are guided by one principle, which blinds them to all other considerations-the desire to obtain a re. venue, and it matters little from what source it is drawn. For this consideration the best in- terests of the colony have been sacrificed, and the Government has become a bye word and a reproach. In the east it is a fruitful subject for the sarcasm and the bitter jest of foreigners, and Englishmen blush that they cannot defend the rulers of a British colony from the charges which are brought forward against them. Over paid, and with little to engage their atten tion; raised in their own estimation by the pageantry and ceremonies of official employ- ment, they have like Jeshuran of old " got fai
neral porifying of all branches of the public service, which, sooner or later, will be forced upon her Majesty's advisers, it is to he hoped that the Magistracy will not be overlooked. Of Lieut. Armstrong's personal character we hear a good report, and we believe that he dis- tinguished himself during the late war on more than one occasion. He may, therefore, look for some reward, but it is evident, that though a good Soldier, he is an inditierent Magistrate, and we subunit that it is unfair to reward him with a civil appointment in Hongkong. There are in his own service offices which he may with justice lay claim to and why not bestow one of them upon a deserving officer? We instance the appointments of Judge Advocate, and Military Secretary, now held by two young men." that never sot a squadron in the field, nor the division of a battle know more than a Spinster,”..

In our last paper we published a letter from a native of Manila, who is a resident of this co. lony, not Master of a Spanish vessel as we then supposed. This man was charged with having shipped a crew of Manila seamen, not having a license, Now with all deference to the acting Magistrate, Lieut. Amstrong, we are convinced that neither.he, nor any other person connected with the Government can point out any act which justifies a Magistrate in fining a man twenty dollars, or one dollar, for shipping Manila sea- men without a license. There is an ordinance (No. 13 of 1845) which establishes the Indian system of employing crimps, (in the east called Ghaut Serangs,) for the shipment of Lascat sea- men, In India exertions have long been made to abolish one of the most infamous systems that ever polluted a country, though unfortunately as yet without success. In Hongkong "crimp ing" has been made a source of revenue, the H. M. Steam vessel Fizen, Captain Gifford, Ghaut Serang paying a license of $200 per sailed for Chusan on Sunday with Rear Ad- annum, which, as he has a monopoly of the miral Sir Thomas Cochrane. It is pleasing to learn that, the principles of the Hongkong Executive do not extend to all British colonies; and it is also satisfactory to hear, that the Governor of South Australia, by his liberal measures, has benefited the colony, and gained the approbation of her Majesty's mhnsters, who have bestowed upon him a more important and lucrative appointment.

This is an outline of ordinance No. 13, which has special reference to Lascars, there being as much difference between a Manila seaman and a Lascar, as there is between the Govers- or General of India and the Governor of Hong- kong, In customs, dress, language and re- ligion the two races are essentially different; they do not live together when ashore, nor sail together if they can avoid it.
