In the first ordinance there are 71 clauses referring to the Supreme Court; in the second 30. It is we anticipate the first of a series of acts having reference to the Courts of Justice in Hongkong, and the public will be better able to judge of their advantages, or disadvantages (if any) when all the docu. ments are before them. We are in hopes that among other changes, we will have a selection of Justices of the peace, and a Court where they will sit on the bench with the Stipendiary Magistrates. Something of this kind is certain- ly required. Not that we would in the most remote degree impute, to the Hon'ble : Chief Magistrate conduct that is derogatory to the bench; but m'a mixed community there must be a prejudice against a Court where the Magistrates are all paid servants of the Go vernment, where the Chief is a member of both the Legislative and Executive Councils, and this the more especially when he is a Sol- dier. Military men cannot be supposed eitlier to be well acquainted with civil law, or to be so perfectly regulated by it as Magistrates ought to be. Old feelings, old impressions, and old opinions cannot be laid aside with the Bash and sword; and in our present position H. M. S. Minden, Master Commanding Welling, it would be satisfactory that the Military Maton, Hospital and Store Ship. gistrate was aided on the bench by unpaid B. Hormasjee, Coates, J. By a late arrival from the North we hear that H. M. S Plover, Capt. Collinson, was ashore on a mud bank on the South side of the river about 20 miles below Woosung. She ran into the river at night, before a strong breeze in preference to anchoring in the broken water outside, and after coming to, the chain parted, and she caught the bank where she now lies.
It was near the height of a spring tide when the accident occurred, and it is probable before she is got off, that all her stores will have to be removed, and the water started. Part of the crew of H. M. S. Wolf(at Woosung) proceeded to her assistance, with two Junks into which it was proposed to remove the stores. As the bank is soft, the ship is not supposed to be in danger, though at low water her keel

We hear that H. M. S. Iris, Capt. Mundy, will sail for Singapore in about a week with specie, and invalids, to be transhipped to the Serpent for England.
Captain Mundy will be Senior Naval Officer in command in the Straits; and after his fag. ging work on the coast for the past eighteen months, with a ship of a heavy draught, he may claim a share of those less arduous and more agreeable duties which must be perform- ed by some ships of the squadron.
