meet the door being then Jocked for the nig
tho he states that visitors are admitted af all mrs-He also states that he had directed that in future no one should be ad. mited without a pass from the Jailor whereas the order was given by him to the Turnkey on Saturday afternoon to admit no one without, a written order from himself, and we were not made aware of it until Sunday morning, when a Gentle man was rofused admission at 10 o'clock, the Jailor had then no power to admit any person, nor had he yesterday morning, when we had to send 3 times to Mr Hillier's residence for orders which were unce refused.
Mr Hillier says that the "assertion that he has declined to rescind the order and assigned as a reason for so doing, the annoyance experienced by persons passing the door of the Police Court is quite without foundation" a reference to our Icter will shew that there is no such assertion; we have stated that he re used to rescind the order and in a separato paragraph give that reason as the one assigned for issuing the order and we have reason to know this to be the fact.
Weinto well aware that the Sherriff is perfectly justified in adopting every precaution for the sale keeping of those in his charge and we have no possible objection to his doing 80; bat, particular- ly where there are only three persons confined, it appears to us a must extraordinary measure to com polling parties requiring admission to go up and down a hill in the heat of the sun, besides lossing their time, seeking for an order from the Jailor who lives away from the building and if as Mr H Iller states an order is never relused why is it consider. ed necessary to procure one for the Turnkey and assistant Jailor who are always at the dior during the day unless it can be shown, that we have been in the habit of procuring the addiission of impro- per characters as his letter would seern t inter.
We submit with the utmost deference to His ur.com Excellency, that the "tone and tenor” of our plaints are not "insolent and úr justifiable" and if a proper investigation takes place, we feel porsua ded that Mr Hillier's conduet will he found to be most "veratinus and arbitrary and his "precau tions" uncalled for.

Victoria Debtors Jail, September 21th, 1815. Str,We heg to acknowledge the receipt of a letter to our address from the Officiating Colonin Sceretary a copy of your letter to him, and a copy of this reply to that letter.
You have stated in your letter to the Officiating Colonial Secretary Liat the Turnkey, a Native of of Goa, had taken upon himself to admit promis. cuous visitors among them Chinese) at all hours, and without due enquiry" von must be well aware flat this statement is perfectly false; the "promis cuous visitors" were never any others than mon of respectibility and the only Chinese were Mr Hawkins foremen and persons carrying on his buildings besides our servants. They were not admitted at all hours" as you are very well nware the door being looked at sunset and no one has ever had admission after that hour.
(*1)
You state further that in no instance has an order been refused yet we can prove the fact of your having refused twice yesterday morning an order to a person who was sent down to your house We did state that the reason assigned was the annoyance experienced by persons passing the door of the police Court" and we have good reason to know that it is not "without foundation.
Had you made proper enquiry and taken the trouble of having a communication with the Debtors" you would have found that there did not exist the slightest cause for your insulting exercise of authority which you will find to be illegal, and you would not have drawn upon yourself such intproper language.”
We shall further address His Excellency the Governor upon the subject and afterwards publish the whole correspondence in the newspapers,
