The Naval Court Martial on Mr. Haynes, sailing master of H. M. S. Vestal, to which we referred in t

Af the request of Lieutenant Heard, now of the Agincourt, formerly of the Samarang, a court martial was held upon him on board the Castor on Monday, on charges preferred by Sir Edward Belcher, Capt. of the Samarang in a letter to Rear Admiral Sir Thomas Co chrane, Knight. The court discharged the prisoner, as the letter contained no specific charge. We hear that the Rear Admiral has called upon Sir Edward to particularise and give dates.

We would remind our Readers, that the an- nual meeting of the "Morrison Education So ciety" is to be held this afternoon. That, education is the true pioneer to civilization, and it is to be hoped to Christianity, there can be no doubt, and all Societies for it extension among the Chinese ure deserving of support.

Personally, we have no further acquaintance with the operations of the "Morrison Education Society," than that derived from a perusal of the annual reports. Under the management of the Rev. Mr. Brown-a Gentleman of educa- tion and amiability of character-we are told that the progress of the School is highly satis factory; and judging of its merits by the contri. butions of its supporters, it is worthy of a con- tinuation of that liberal aid, which among the foreign Merchants of China, has never been withheld from religious or charitable institu- tions.

Providence wills all things for the best, and it may be that the present misrule will lend to enquiries which can only have one termination- at least we may hope so. 1

In plain Engish, this is an assertion that, without representation, the Governor can levy local taxes, or faxes for local purposes. The Organ admits he could not lovy taxes for other than local purposes such as paying the interest of the national debt pentioning the Royal family--or any other of those special, national expenses-Well, this admission is something, presuming it comes direct from the ¤ Yellow House "it shows that H. Contrast the Legislative Council of South Aus- tralia, with that of Hongkong. In Hongkong there | is a Legislative Council-a misaomer by the way- consisting exclusively of officials. When, or where, this secret conclave meets, or what are the senti- ments of the members, no man can tell It may be that the divan is held in the “Yellow House" over the hospitable table of His Excellency, or it may be in some dark and hidden cavern. The where abouts is unknown, but from the celebrated onfinance against secret societies, it is evident that the Honour able members are not ignotant of the miquries of secret associations. The Legislative Council of Hongkong is a peculiardy—an absurditya falsity | (in name). It is not Legislativo. The Governor | determines upon cermin measures--he canses to be drawn up an ordinance-he requests the Members to give their opinion upon it➡or probably he sends it, and they with a pencil via the document-it is published and becomes a law. There is no TOLE upon the subject-no discussion -- Members of Co. uncil are only privileged to give an opinion-they cannot offer en opraanton, and bring a to a rote of the Members. Such a Council may suit the Pacha of Egypt-but in a British colony it is shameful
