We may be too sanguine, but we certainly do believe, that a few years will see wonderful changes for the better in the state of the colony, and this solely from the fact that government appear inclined to encourage trade and emigra. tion; we say appear, as we are yet ignorant of the arrangements they propose making with | John (Swede) Osterberg, the Chin-Chew merchants, and the degree of protection from the suicidal clause of Sir Henry Pottinger's supplementary trenty, which they are willing to afford the trading Janks.. But let them not do things by halfs. We would have them, for a few years, abandon the petty taxes, and even that upon property; if they do so, it will be like seed which will return to them tenfold, in the form of ground rents for houses which otherwise would never have been built.

We have deferred making any particular allusion to the appointment of two public ser. vants to the important duty of valuingall private property on the island previous to the levying an assessment. We were in hopes that the im- propriety of adopting such an unusual and unjust mode of procedure would have been privately brought before the observation of our rulers, and that we would have been spared the disagreeable duty of protesting against a measure which is repugnant to every member of the community. It is now evident that there is on intention to alter this arbitrary measure, and our open purses are to be placed in the hands of two young men, who have full power to dip their fingers as deep in them as they please, without giving us any opportunity of protesting. We have no reason to doubt the rectitude of either of the valutators-one of them has been long and favorably known to the inhabitants-but it is reasonable to sup-. The following day Capt. Apart from this, however, it is unjust, unusual and un-English to levy taxes in this way. it is absolutely necessary, or rather if it has been decreed by legislative wisdom that the ex- pence of the police establishment must be borne by the colony, however imprudent the throwing such a burden on it in its present state, may be when many are leaving it disgusted by the arbitrary form of government, and others who had determined to come here altering that determination in favor of Ma cao-we say, though it be imprudent to throw such a burden upon us at present, if they will do so, then in common justice give with the load the means of making it as light as possible. If we are to have municipal, taxes, give us municipal privileges; the two go hand in hand in every free country. The police which we pay, we ought to have under out control; the sum necessary to be raised should be raised by commissioners before whom any man can appeal against an unjust or undue value being put upon his assessed property; il a reduction can be made in the expences of
