(Singapore Free Press, 7th July.) (From the London Mail, May 7.) GENERAL REMARKS.
Of the momentous questions which agitated the political world at the period of our last dispatch, some bave been disposed of in a manner to insure the man- interruption of public business by a sudden dissolu- tion, or retirement of the present administration: whilst others have given place to new objects of interest, to new anxieties, and to doubts on subjects both foreign and domestic.

The bill of Lord Powis for, continuing the Bishoprics of St. Asaph and Bangor, and for cront- ing a see of Manchester, was thrown out, though strongly supported It is interesting to observe among its supporters, or rather as abstaining to oppose it, one of the Church Commissioners who not long since signed the report upon which the measure for uniting the sees in question was found. ed. The Bishop of London, eminent for learning aud zeal, has in this question given another ins tance of unstable judgement; but, when he casts aside the fear of being called inconsistent, and confesses honestly "they ought not to adhere per. tinaciously to a measure which the almost unanim ous voice of the Church condemned," who shall blame him for acting upon his present conscienti ous opinion rather than upon a foregone conclusion, without reference to public fealing.
Lord Ripon has intruduced a Bill for regulating Indian Appeals to the Privy Council, which has not yet been printed Mr. Hame his postponed his motion for papers relating to the recall of Lord Ellanborough, to the 19th May.
The Maynooth Bill, so long threatened by combination of parties, was at length carried suc cessfully through the committee of the House of Commons, and may now be deemed safe in all its essential provisions, as, from indications in the upper House by peers on presentinent of petitions, no serious obstacle is to be anticipated in that quarter. Some of the strangest anotaalies are con- nacted with this measure the momentary union for and against i of antagonistic parties,-the singular | contrast of numerous petitions daily presented to The return of Sir Henry Pottinger to his native Parliament against it, whilst, out of doors, notwith-city, Belfast, has been celebrated by a pu'tic en- standing the placarded walls the stimulating para-tertainment, which was attended by the gentry of graphs of a portion of the English press, and the the neighbouring counties, the magar and corpora menacing speeches of trading agitators across the tion, and the leading members of the mercantile Channal, the excitement appears wholly to have community Upon this, as upon all similar occision

In the House it is to be feared the theme of unmixed praise: so that in fet the the effects of the Maynooth discussions will not so proceedings are little more than a repetition of what readily pass away, If the potion be swallowed, it took place at the entertainments giring in Lab, is with many a wry face, and its unpalatability is Liverpool, and elsewhere All parties are agreed yet evinced by more than one bitter speech. The Bill and his announcement of the measures con public has done all in its power to manifest sense templated by Government in respect of Irish and of obligation; it therefore only a ww remuns for her Scottish banking. Much apprehension on the part Majesty's Government to exhibit the further tes- of these great interests has bo removed by the timony of its approval by adding to the boura Premier's exposition It appears that the small already conferred upon Sir Henry Pottinger some note issue will not be interfered with, as regards substantial mark of national favmar.. it and 21. notes; but it is recommended that 14, its, notes or others for fractional parts of 17. shall ceuse. The exclusive privileges heretofore pos- sessed by the Bank of Ireland are given up, save in respect of the Government agency, which they will retain, The amount of papar circulation is to Le regulated by the average of the past twelve months, beyond which amount notes can be circu- lated to the extent of the specie possessed by the respective local Banks of Issue in Scotland and Ireland.
There are to be weekly returns as in England, specifying the notes above and below 51-the amount of specie is also to be given, but this latter return is stated to be for information of Govern maent, and not for publication. The Bill is to come into operation only with the new year, so as to afford full time for preparation. Sir Robert Pecl 'does not pledge himself in any manner not to call in nt some future time the local issues, and substi. tute in their place paper issued by Government for the note circulation of the empire; but it does not scom probable that way such measure will be pres sed if the existing arrangements are found adequate checks upon over issues, and monetary derange
An individous distinction as to the oaths of allegiance and qualification of Protestans and Catholice in the direction of the Bank of Ireland has also been removed by this act.
