The characteristic compliment, Sir Henry has recently received in Edinburgh-a speech and a piece of parchment-may not surprise any one; but, that Glasgow, a city, liberal and hospitable to a fault, did not give him a strong proof of the approbation of her "Cotton Lords"is to us quite inexplicable;

Excellency wishes for local fame by supposing that the Colonists will think upon him when they smoke their tobacco, he will be disappointed, as the ordinance will not affect the great bulk of them. It refers to selling Segars in smaller quantities than 1,000 ; most Gentlemen do pur- chase their Segars by the thousand, so that the tax will fall upon the poorer class of Europeans, or Sailors on liberty, who will undoubetly bestow their benedictions freely upon those who proposed it.

nance for licensing public houses and for re- gulating the retail of fermented and spirituous liquors in the colony of Hongkong." The amendment is simply an increase of the licence form $50 to $100.
