We have bad some conversation with a Gentleman who visited. Foo-chow-foo recent ly, who had the very best opportunities of mak. ing himself acquainted with the commercial prospects of that port. Our informant, (who in every respect is a person to be depended upon,) states that the violent opposition to wards foreign commerce which for a long time was exhibited by the authorities has entirely ceased. They now express their willingness to encourage trade, and are fully aware of the advantages to be derived from it. At the same time, the developement of the resources of the district will be gradual; the Black teas, which grow in the vicinity, have always found a market in Canton, and the present crop, or the greater portion of it, has already been secured for that market. if not bought by the teamen out and out. The cost of inland carriage is very great; on the inferior teas, not much less than 25 per cent. The city of Foo-chow-foo, is described as being regularly and beautifully built, the streets crossing each other at right angles, and clean. The populace, in number about 600,000, are an orderly and industrious class; the shops and places of trade having all the appearance of a thriving internal trade.”

His Excellency, Major General D'Aguilar, was received with every demonstration of respect by the Mandarins, and the other high naval and military officers, who visited him on board H. M. 8. Iris, and invited him to meet the Viceroy within the walls of the city. We have always been under the impression that, a criminal information was only granted, when the party making the application, had been charged with a criminal offence, but in this we must have erred, or at least such a rule has not extended to Hongkong, as the pre- sent case proves, and the facilities with which the Rear Admiral has been enabled to carry on the trumpery prosecution without incurring personal expenses, may induce him to attempt others equally 'groundless, though entailing a heavy expence on those who may again incur his displeasure, or treat it with contempt. There is, however, one protection from such a system of persecution-supposing the court adnits itand that protection is in the community, who though they would not encourage a licen. cious press, will always countenance the fear less advocates of justice and truth, who in rank or in wealth, can behold no shield to protect. the possessor, from the consequences of actions which are legitimately deserving of censure.

It was not our intention to have taken any further notice of this affair-perhaps we are giving an importance to it which it does not doserve-but the pleasing and unexpected manner in winch our attention has been again drawn to it, and this evidence of public "ap- probation, has induced us to descant more fully | John (Swede) Osterberg, on the subject than may be necessary, though not so fully, as the writer of this would have- done, had any other man in the colony been placed in the position in which he was placed, through the pride or malice of another, whe- ther that other be an Admiral or whether he be a Boatswain.
