THE SCUTCH BANKS-The principul features of the contemplatod measures of Sir Robert Fiel, in reference to the Scottish banking system, are said to be, that the exising banka are to be limited to their present circulation, and that` they will be forced to keep an amount of gold equal to one. fifth of that circulation, with the option of having one.fourth of that fifth in silver; so that if a circulation of a bank be 200,0001, it must keep 40,001, in sovereigns to meet the de mands upon it, or else 30,001 in sovereigns, and 10.00-1.in silver. Any bank that exceeds its presont circulation must have gold to meet every pound of such excess.
It is said that several ships have gone out in ballast, both from London and Liverpool, to the West coast of Atri. ca, for the purpose of bringing away nitrate of potass and ni. trare of sods. This is an important fact, as it has hitherto been supposed that the articles in question could only be ob. tained on the west coast of South America.
It is expected that a petition from the inhabitants of Ceylon, to reduce the duty on colonial coffee from 4d 10 3d, will be brought the notice of Parliament after the rocess, The petition has 1372 names appended to it, and is at C_y: lon considered very important. Here it is not believed that any reduction of the coffee duties will take place this session. The Lords of the Treasury have issued an order for return of duties on Sagar in the bonded warehouses and ra. fineries After noticing the several applications for relief, the Minute proceeds to state that "their Lordships deem, un- der all the circumstances, rs per cwt on Sugar, and 38 per cwt on Molasses, to be the amount which it may be proper in each case to return to the several parties referted to; and they have therefore been pleased to authoriee the Commis. sioners of Customs to repay to all parties who have sugar in the bonding warehouses, on which the duty of 245 per.cwt. and 5 per cent has been paid, da per cwt on such sugar on the delivery of the same from the warehouses within a limit. ed time."

Of the Canten Silk only a small quantity found purchase ers, Which may be attributed to the reduced price of Tsatlee, and also to large arrivals. The importations have been heavy, and the deliveries good. Should the arrivals increase to any considerable extent the value of this Silk will decline. In Italian transactions have been very limited and prices are lower. Of Brussa, about 130 bales were put up and the greater portiun bought; the few sold went low the stock is fair.

THE STANDARD OF FINENESS IN SUGARS.-The con- sumers of sugar will be glad to learn that the Custom-huso, authorities in London are putting the most liberal construic tion on that part of the New Sugar Bill which gives them the power of deciding what sugars shall be admitted at the high er, and what at the lower duty. Of tent doubtful samples sent up from Liverpool for the opinion of the Board, nina have been declared entitled to anter at the lower duty, and only one liable to pay the higher. Amongst the samples thus admitted are thres or fur which are equal to those generally used in respectable families, so that we may safely set it down that the payment of the lower duty will bo the rule, and that of the higher one the exception, and that in future, the great mass of British Plantation and Eat India augura will pay 14s per cwt, instead of 24s, and the great mass of the foreign free labor 238 4d per cwt, instead of 34s. The ten samples of sugar sent up from Liverpool, to which we have referred, were all either of East Indian or Demorara growth but the decision upon them applies equally to foreign free. labor sugar, and we see that a cargo of Java sugar his already been admitted in London at the lower duty.
