dered Capt. Fitton to strike his flag, which he re- f'ised to do, and demanding the reasons for this strange conduct. Capt. Veorhees gave no answer, but sailing from the "25th of May" made towards: the Argantine Brigantine of war "Republicana," and he sent his boats on board and took possession of her, as in the case of the 9th July," the officers and keys of the Magazine and armed chests boing sent on board the American frigate. Capt. Voor. hees then sailed to the corvettes 25th May, and summoned Captain Fitton to surrender, which he refused: the Congress then fired a gun over her and Captain Fitton, considering a contest as use- less, fired a gun and struck his flag, and was sent on board the Congress. Captain Voorhees then explained the cause of his proceedings, which was that some of the shuts firedly the Sancala at the fish ing bouts, had struck the American barque Rosalvo- The Sancala did not appear to belong to the AI gentins Requblic, and after explanation Captain Voorhees told the Argentine Captain to return ôn board his vessel, which he refused to do withou! reparation. The Captain drew up a protest and here the matter ended.

It is a singular affair throughout that the whole Argentine navy should have ben captured because a shot from another vessel had struck an American merchant vessel. It requires explanation all round.

Hospital and Store Ship,

(From Spectator, 11th January) Our paper of this day contains an article on t'ic subject of Sir Henry Pottinger's Goverment at Hongkong, taken from the Friend of China, who in it justifies himself against the (as we believe) undeserved strictures levelled at him by our Serampore Contemporary. That much esteemed journal, and some others that we could name, seem to have taken the late gallant, Plenipotentiary and Governor in Chief under their especial charge; and as self-constituted champions to step forward in his defence; when

SAILED-April 13th, Brigand, (Port.) Almeida, differing writers venture on the slightest imputo Macao; Antonia, (Sp.) Sn. Juan, to do. ; 15th tation of a fault or blunder as committed by his Elizabeth, (Hamb.) Jenson, to do.; Hugin, to Excellency. With then would appear Hongkong, 17th Thomas Parkins, (Am) Graves, difficult of belief that Sir Henry Pottinger could to Amoy; 18th Precios (Sp.) Cucullo, to Macao, do anything wrong, as it is that Lord Ellen- 19th Clarendon, (Am.) Hoddart, to Whampoa. borough did anything right. Sundry matters involving more than mere error on that gallant Officer's part, are brought forward and touched for by competent witnesses on the spot. Acts of despotism, favoritism, and injustice, are charged against him by the whole community over which he ruled ; and his own official pea has in some instances borne testimony to their truth: but yet these fond adorers will acknow. ledge no spots upon their sun--no blemish on their pattern ruler. They prefer rather to im- pagn the evidence of those, who, best knowing his character and conduct, could most accura tely estimate his merits; as if the merchants, Jantholders, and others of Hongkong, were either not competent to form an opinou touch ing the man with whom they came into daily pers mal and official contact, or not worthy of credence when they had formed it! With all our respect for Sir Henry Pottinger, and ad- miration of his commercial services to Britain, we cannot act so blindly, nor yet close our eyes against his great defects as a Colonial Gover- hor, because he possessed uncominon excellence as a Plenipotentiary. The two characters are as distinct as were the offices, and he shines.in the one as much as he was obscured in the other.. Why then do not his eulogists, as the Friend of Chint advises, content themselves with lauding him for services the distinguished nature of which all parties admit, and in whose praise all can unite, instead of attempting to discredit those who suffered by his Govern- mental eccentricities and lapses, and to per- suade the public by whom their report of both is read, that he was an injured rather than an offending party

1

We look on the attempt made to exonerate hini at their expence as neither fair nor gener- ous, because the Hongkong citizens must know better than any Indian journalist, whether or not their late rater did his duty to them: nor has any person elsewhere a right to cast reflections upon them, if with due cause assigned they give an adverse verdict. The people and press of Hongkong stand toward Sir Henry Pottin- ger in the same relation that Indians and In-

It was estecined in this country-and

justly esteemed--a grave wrong, when English

Ministerialists cast a stun upon our public organs for their upright condemnation of the late Viceroy. "Who," argued they in reply, is so competent as are ive to judge his Lord ship truly and by what right do they impugn our motives or our testimony?" Why do not our brethren then act toward others, of the same principle which they claim for their own Let the Friend of India answer. There is a second article in the Hongkong pa- per, continuing the subject of the present; this we shall give another day.
