knowledge of naval archititure will satisfy, that for the winter passage. beautiful as the Zephyr is, she can have no chance with such'a craft a the Lanrick.
We cordially thank our contemporary for his kindly intentions, in pointing out what he no doubt thought were our inadvertances; such acts of curtesy render the dull voyage of life a gay one, on at least they take something from its monotony. We trust he will continue his Censorship, but fear that he will not find the office a mere sinecure.
NEW SOUTH WALES: By the arrival of the Alfred from Sydney we are in possession of parers to the 10th of Ja nuary. The state of the colony is said to be im- proving, though the revenite with a decrease of nearly £10,000 on the quarter ending with December 1844 does not give any marked in- dication of this. The exports are large; in consequence of which the Treasury bills, which in former time were at from par to five per cent premium, have fallen to a large discount, it was said not less than 8 per cent. The Commissariat department had however ar- ranged with the Bank of New South Wales, to receive advances for six months, for which Go- vernment pay 6 per cent interest. This will of course keep the exchange more steady; but very clearly proves that the colony is more economical she sends more to the mother country and receives legs-The Sydney Bank has paid the Shareholders a seventh dividend of 10 per cent, and the trustees anticipate a final dividend of 15, making in all 85 per cent, leav ing a loss to the proprietors of 15 per cent.. It as mentioned that government intend forming a new perial settlement on the coast of New Hol land. H. M. Ship North Star, hourly expect. ed from Van Diemansland would carry the respective Governors of N. S. Wales and of Van Diemansland, on a tour of inspection to make choice of a site.
In commercial matters there is little that will bear a remark. In Tea and Sugar the market was languid, dealers purchasing from hind to month, with few nuctions and no forced sales. Ordinary Manila brown Sugar is quot- el at £24 per ton; and Teas, for Ifyson Skin £4, and Congou £7 per chest. The stock of 4eas, particularly Congous, is small, but we fear the information derived from a Sydney price current, is not much to be depended upon; those who have not regular commercial correspondents and requires to be taken with considerable latitude.

OPIUM REGULATIONS. The official recognition of the legality of the opium trade on this island, is an event of somS importance, and inust give satisfaction to those interested in the welfare of the colony. It will. be fresh in the remembrance of our readers, that the late Governor, upon this question, took upon himself the responsibility of acting in op- position to instructions from home on the point. Whatever Sir Henry Pottinger's failings may have been, or however, much his previous career in life as a negotiator with despotic ru- lers disqualified him for the office of Governor of a small body of men accustomed to free in- stitutions, there is no doubt that in the main he was clear headed, and little influenced by a regard to those considerations which too often influence public men, and induce them to sa- crifice their own opinion for popular applause, The hypocricy of refusing to admit opium for consumption on this island, when at the same time ardent spirits, more injurious in their in- fluences, were admitted free of duty, was too barefaced to meet Sir Henry Pottinger's ap proval, or concurrence.
By ordinance No. 21 of 1844, passed by the present Government, the licensing of opium houses was permitted; and by a more recent order of Council, (a copy of which we now pu- blish it was determined to farm out the privilege which was a few days ago put to the hammer and purchased for $720 per month. We do not mean to object to the mode of sale, but there was one of the regulations so charactesistic of our rulers that we cannot avoid noticing it. In making a bargain with governments as with individuals, it is usual to know what is the true quantity to be brought and sold. A merchant does not say indefinately I sell such and such articles for so much; but he also says at so much per piece, per ton, or per cwt. as may be. Such is not the mode with our rulers, by the second article of the condition of sale, it will be observed that the purchaser is entirely at the mercy, of the Executive. They have sold the privilege, but they retain the power to ruin the man by ren- dering it of noue avail, by not permitting more than one or two houses, It may be said they will not use the power improperly-we hope we do not like the spirit which induced not-
t-but them to retain it,
We repeat that the official recognition of the legality of the opium trade is a most im- portant adair in the history of the colony. There are at a distance. inany good men who look upon the habit as a bad one. It may be so, but only let these people look to the evil effects of drinking in their own land. Let them legislate there first-carver, it is a piece of hypocrisy to Legislate for the vices or the pleasures of a foreign conutry,

The Clarendon reports the total loss of the ship Inglis, Captain Isaacson, about the 10th of January, off Anjer. Our informant states that while the vessel was running into the roads in a dark might the leadsman gave a cast of 14 fathoms. The next cast gave 5. fathoms, and before the ship could be got in stays, she struck the beach and immediately bilged. All hands are saved with, and the mails are hourly looked for. Oriental from London. The most of the cargo will be saved in a damaged state; and was reported to be sold by Auction soon after, on account of those concerned. SAILED.
