GOVERNMENT NOTIFICATION.
His Excellency Her Majesty's Plenipoten- tiary and Superintendent of British Trade ze has received a communication from the British Consul at Ningpo to the effect, that the Chinese authorities at the Port will make no mort purchases of Saltpetre and Brimstone on ne count of the Government, and that accordingly any vessels freighted with those articles will be obliged to carry them to some other Port.

have lately made, some desperate attempts at robbery in repelling which, the guard was obliged to shoot a few of them. Last winter wo had similar scenes here, but now robberies are almost unknown. We could wish those, who are inimical to the colony, to note this impro- vement; it is truc much requires to be done be fore we are in such a flourishing condition as is desirable, but something has been already in as much as we are in a great measure protected from the depredations of robbers."

We fear that some of these ordinances were hastily passed, and will be basúly sanctioned without receiving due consideration at honté. Sir Henry Pottinger's naine has much weight with the ministry, and his success as a negotia tor will be but too likely to blind them to his as a legislator, unless these defects are defects' as clearly pointed out by influential men connected with the trade of China. It is true Sir Henry has not passed any law half so objectiona ble as the secret association persecution act, or even the registration act in its first shape, but there are many of his laws inap plicable to the state of this colony, while his treaty is positively injurious to its commerce, and that particular ordinance to which we have referred will cramp the commercial en- | terprise of Great Britain.
It is a matter worthy of consideration, whether it would net be advisable to engage the service of some clever business man in London, to look specially

There is one exception, however, among the second class of ordinances, and that not a trifling one-we allude to or- dinance No. 4 of 1844 entituled, “ An ordi nance to restrain Her Majesty's subjects from trading in the empire of China to the north ward of 32° of north latitude" The injurious influences of this ordinance are colonial, thongh the document itself is nominally classed among those for the government of British subjects within the dominions of the Emperor of China ; and as this ordinance has received the sanction of Her Majesty's government, it becomes the more necessary for our countrymen in China, to be on the alert, to protect their own interests, as well as the interests of British shipping and manufactures, from the blunders of ignorant or prejudiced legislators. The history of this or dinance is an extraordinary one, and the enactment of it appears to have proceeded from such a gratuitous desire to place restrictions upon commerce that, although it is now too late-at least for a season-to obtain its repeal or prevent its enforcement, we.cannot help re- ferring to it.
