At each of these places there Osprey. is a fleet of gun boats, employed almost solely in the suppression of piracy, and the service of vessels of a similar class is what is so much required in China. Three or four boats, kept continual- ly employed on this service, would ef- fectually check the career of the ruffians who now with impunity commit such atrocities. The Officers of these ves- sels, would soon assertain the pirates haunts, the appearance of their vessels, and the character of the inhabitants of the various villages among the islands. If the Chinese register all their vessels and grant passes, the mere lack of the regis ter would be a sufficient excuse for sei- zure and adjudication. We are satisfied that there is no other way of putting down the present organised band of rob- bers. An occasional visit of their haunts the boats of Her Majesty's ships, after robberies have occurred, will do little or no good for though presumptive proof of guilt is strong, it will not criminate them before a court of Justice; but were there as few boats always on the look out--having no other services to per form-the plunderers would be caught in the act, and punishment would follow.

Admitting the necessity for the scr vices of these boats, the question arises, We answer who is to pay for them? those who are benefited-the shipping trading to and in China. To defray the expences of tree Gun boats, We would propose to levy tonnage dues of 9d per lon on all British ships entering Hongkong, or the five ports open to tra- de; no vessel paying oftener than twice
