FROM THE PEKING GAZETTE.. Keshen-After the memorial adverted to ina former number, a far more diffuse statement of his financial difficulties in his new Government, has been forwarded to the throne. We must remark that the Chinese forces, which maintain the nsgen. dancy of the Great Emperor, in Tibet only consist of two Regiments. By dint of policy and manage. mont, such a small number suffices to keep the country in total subjection, because the Mongul tribes and the natives them selves are obliged to up a considerable army and militia, which keep up answers all the purposes of protection and police. The Chinese Mantchao, establishment therefore costs a mere trifle, but the Emperor has notwith- standing to send every year by the annual Caravan about 50,000 100,000 tuels, which the Chinese merchants that proceed to that Country must re- imburse by the sale of their teas and other articles, lest any bullion might go out of the country. During the war with England however, those supplies failed, and the military officers instead of waiting for a change of circumstances, helped themselves very freely from the public treasury, and not only emptied it, but incurred moreover a considerable debt. Keshen on examining the accounts, has discovered a very great deficit, and accused high and low as being guilty of wontonly expending the public money. In these times of difficulty, no me- morial could have come so opportune, and redound so much, to; the honor of the parsimonious state men, whilst it will give at the same time a handle to fleece these unfortunate officials, who no doubt are anxious to escape heavy punishment by paying suitable fines. As for Keshen himself a disin terested statesman, who possessed before his de gradation property to an immense amount, and was subsequently made a begger, in the literal sense of the word, by Imperial Clemency-he will bold no sinecure in Tibet, and appropriate to him- self all the gold bars within his reach. No man possesses such high financial talent especially when exerted in his own behalf, and he will no doubt again make up his losses.
Much distilling of a kind of liquor resembling gin, has latterly been carried on in the Capital, without any duty being paid for the permission. On the discovery of this illicit trade, a party of soldiers was sent off to apprehend these trans gressors of the revenue regulations, but instead of seizing them, each received a heavy bribe and let them escape.
Trifling as this circumstance was, it came to the ears of the Emperor, who ordered a commission to sit on the culprits, and they were sentenced to receive a number of blows, according to the amount of the money they pocketed. How ever to profit even from so palty an affair, the Court changed the blows into fines, and thus maile these warriors double their illicit gains, in order. to escape the act of the law.
When the English entered the Yangtze, the Vice-Admiral commanding at the entrance, lost not only his rank. but his posterity to the last degree was declared unfit to hold in future any si titation under the Crown Koving however has interceded for this unfortunate wight, represented the injustice of the sentence, and begged that his Son might again be admitted into favour. This proposal has been taken into consideration.
Nauhking the Governor of Chile Province on finding, that several local officers could not make good their arrears, amounting to a few thousand dollars, insists upon their paying instantly, and in order to deter others from incurring similar delays, he begs that they may be transported.
