I am directed by His Excellency Her Majes- We have thus briefly shown that, it is im-ty's Superintendent of Trade to acquaint you possible for the interprizing merchant of these and the other Gentlemen whose names are ports who trades with Japan. gapore, and most of the islands of the Indian sea to send a single junk to Hongkong, without an especial permission from the custom house where be is resident, and a refusal of that permission, at once closes our port to his vessels, but it is also clearly evident that, in ad- dition to being restricted from sending his own vessels, he is is also restricted from purchasing goods and shipping in British bottoms. The official translation of the supplementary treaty, makes it doubtful, whether natives of China purchasing goode in Hongkong, are compelled to ship them in native vessel or not, but two translations, which have been made by gentle- men unconnected with government, render that part of 13th article which bears upon the sub- ject thus, "natives of the five ports purchasing. goods at Hongkong must ship them on board native vessels."
To
I have the honor to be,
Gentlemen,
Your most obedient, Humble Servant, FRANCIS C. MACGREGOR,
W. Leslie, Esq. W. Bell, Esq., and others
FROM THE Peking GAZETTE. Kokonor,The government on account of the last depredations has felt the necessity of appoititing a very considerable force to guard the frontiers of Szechen. To effect this purpose à now corps has been enlisted, and the neighbouring Moagul tribes are called upon to furnish a contingent to aid in this design, for which service they are to receive 題 small sum of money and to enjoy exemption from taxes.
The case then, as regards our commerce is precisely this, in defiance of all the established laws of navigation, we have entered into a compact, by which we bind ourselves, that no vessels shall visit our ort unless sanctioned by a special passport from the Chinese Custom- house, and that no Chinese merchant,
may ship goods purchased in Hongkong, on board any were conquered by a Mantchoo Chinese army, not Loungaria and Torkenton.-These territories other than a Chinese vessel. The consequence exceeding 10,000 men, and amongst the submis. is, permission is refused to native vessels give tribes there were nations as brave as the Affg. if they come without which we seize themhanistans. embued with all the aversion and re- we have no native merchants settled in the co-ligious hatred against idolaters. The forces had to lony-neither produce, is imported nor goods march over a desert as extensive as the Arabian, exported, to any of the five ports, except it be to endure hunger and thirst, and on arriving at the on British account, and all mercantile transac place of their destination were without any inter- tions are concluded at these ports, whilst the course or supplies from their native country. and gained an extensive territory for their so- ed with China. So far the political events. The vereign, part of which was subsequently incorporat Celestials not being great warriors hastened to these new colonies with an ardent desire to extend their conquest, viz agriculture, and hence the most barren tracts by dint of perseverance and atten: tion were changed into fertile fields. Government did wisely not interfere in these enterprizes, but as now extensive tracts are cleared and produce a righ harvest, some propositions have been made by the Ministry of foreign affairs to make the pea- santry pay the land tax and to define the posses sions of each individual. The acres now cultivated are very considerable, and nothing could prove so much the industry of the Chinese character, than the converting of the most ungrateful soil into flourishing corn fields.
..
The north east monsoon has again set in. Junks from the northern ports, are steering off before the wind, loaded with produce for barter or sale; they will find their way to Batavia to Singapore, and to a hundred ports among the In- dian islands of which we know nothing. Even to the neighbouring settlement of Macao, they will carry produce to barter for British goods, but not an anchor is dropped in the bay of Hongkong. They fles from it as a man would from a pestilence it is a forbidden spot-the anathema of their rulers is upon it and the "barbarians" to whom they could carry wealth and prosperity, were they to enter the harbour, would not hesitate to seize, and hand them over to the Mandarin at Cowloon, for decapitation.
To His Excellency,
JOHN FRANCIS DAVIS, Esq.
Governor of Hongkong &c. &c. &c.
Canton, 6th Nov., 1844. SIR,--We the undersigned British Subjects, presently residing in Canton, have the honour to address Your Excellency on occasion of an Ordinance of the Legislative Council, No. 17 of 1844, "Establishing a Registry of the Inha- bitants of the Island of Hongkong;" which Or- dinance, to our extreme surprise, was promul gated but a few days prior to the period of its coming into operation.
The Astronomical Board This institution has long been celebrated in Europe by the Jesuits of old, for its antiquity and correctness. If it had been denominated an Astrological board, the title would have been more appropriate, because the members after a great deal of discussion determine upon lucky days and hours, and this is one of the princi- pal part of their functions. At the present iustan- ce the president of the Board, Chingking an as- sistant Minister, has after deep consultation and drawing of the horoscope determined, that a cer tain day would be most propitious for the Emperor to burn insence and worship the idols.
The Navy. After much discussion and a great many most sagacious proposals, the maritime force of China remains in statu quo. The Gover nor of Fookien and Chekeang recommends, that about fourty junks be sent for the protection of the Coast of Chekeang from Fookien, because the number of vessels required for the extermination former province is in capable of furnishing the of piracy. An officer of the Navy is recommend ed for promotion by the same Governor, for having successfully repulsed the Barbarians at the Pes- cadores, which were never attacked.
The
In intruding the subject matter of this Or. dinance upon the attention of Your Excellency, (which or do with great reluctance) we beg you will believe, that, disclaiming all motives of factious opposition to the constituted authorities of the Island, and presuming not to offer any opinions or suggestions as to the course it may be necessary to adopt, in the present crisis, for Lew-Yanko, the Governor General of Fokien allaying the excitement which the publication and Chekeang reports the dreadful ravages oc of this Ordinance has created amongst all casioned by the flood, in the neighbourhood of classes of the Inhabitants; a sense of duty, and Fuhchoo, and wishes to distribute 27,000 ships of of respect for ourselves, alone calls us to come rice, amongst the suffering multitude. forward on this occasion, and record our re- calamity which befel the inhabitants of the plains, spectful but firm remonstance against the who cultivate the most fertile field, appears to have measure in question; a measure unexempled, been terrific, and the promised help very opposite. The result of the examination of the interpreters we believe, in modera British Legislation; fraught with great and certain mischief; cal. has proved very unfavorable, for amongst a crowd culated in no ordinary degree, to interfere with of candidates, there were only very few, gho and restrict, the rights and liberties of Her Ma-proved their ability in composing essays in Mongul and Mantchoo, and shewed that they were able to jesty's subjects; and, utterly subversive of that write in these languages. They are therefore ad confidence, cordiality and co-operation which monished to exert themselves in order to acquire ought to subsist alike between Governors and greater proficiency and to become worthy of the the Governed, and are so essential to the tran- office, that awailt them, if they are not unskilful quility and prosperity of every Colony; and in foreign literaturo. which, if forced into operation, will reduce, apparently, the Island of Hongkong to the level
of a Penal settlement.
We have the honor to remain,
Sir,
