Are they men of whom our paternal Government know nothing? and is it necessary that there character should be substantiated by the possession of a bit of paper describeing their persons, occupations, &c. &c. &c., sign ed by a Registrar, entered in a certain folio of his record book by his deputy, and for which degrading permit to reside in a colony, nomi- nally under the free laws of England, they have to pay five dollars.
