THE FRIEND OF CHINA,

AND HONGKONG GAZETTE, VICTORIA, WEDNESDAY, SEPTEMBER 18TH, 1844,

The Government Gazette has, again been pu- blished, but no Notification of the intention of opening the Supreme court appears, We regret this for many reasons. In the first place this so far as is known-very unnecessary delay, has been a serious injury tosovéral mem- bers of the community. Within the last few days, more than one person has left the colony in debt, there being reasons to believe that, if willing, they could liquidate all claims upon them, and yet their creditors could not stop them, The police magistrate cannot interfere in the matter, the Governor cannot interfere, the chief Justice cannot interfere, so that be- tween the three, fraudulent people, if so in clined, may quietly walk off, creditors having no power to arrest them. In the second place, it is time that an example were made of some of the numerous criminals who for so long a period have committed crimes punity. And in the third place, we consider the prescut laxity, and neglect of the due ad ministration of Justice a disgrace, to the colony, and the sooner it is wiped out the better. There are other good reasons why the courts should be opened, which at present we do not state, but they will occur to our readers,

the habits of the people th

We mention these things with the greater pleasure, as it is possible, our readers at a distance, may have formed an idea that our rulers employ themselves solely in devising plans, for depriving the inhabitants of their pros perty. Our pet has been so much occupied, with what we consider vices, that we have not had leisure to point out virties, but at the same. time, we are not in ignorance of the good works of our rulers, and cheerfully bestow our humble meed of praise, for what they have done and are now doing. “

of the colony. The affair however 13'settled; the angry feelings of the sufferers are gradually being quieted, and we do not think, it is any the longer the duty of the press, to keep up t agilation, by relating grievances which will not be remedied, y

In forming an estimate of the services of our present Governor, it is necessary to draw a line between those measures which are purely his own, and those which are a continuation of his predecessor's government. The land ques. tion, is distinctly among the latter, and though Mr. Davis is blameable, in as much as he has not had the courage to form a new land committee, composed of men who have some degree of independence of feeling men who would be as anxious to deal justly by the colu- nists as to protect the property of the crown and among the present officials he would have

Questions will again raise, upon which the press and the Government may be at issue, but none, by any possibility, that will rouse men's passions, and excite their indignation, so strongly, as the Wholesale confiscation of pro- perty has done. We look upon the matter as settled; and although for months it engaged much of our attention, we would now banish it from our memory. The greatest men have ne stain upon their clifracter; the greatest some s nations contain some historical recollections which are deeply to be regretted, and in the future annals of Hongkong, the treatment of the early settlers, will remain a blot, but the deed has been done, it is past recall, and we may say," let it rest in peace.

had no difficulty in selecting such a committee sull it must be remembered that, when he took charge of the colony, these matters were all settled, and it would have been a deli. cate matter to overturn the decisions of his, predecessor We have had occasion to abybot to some of his Excellency's actions, which are purely his own, and our opinion regarding them is quite unchanged, but we would turn from the unfavourable view of the picture, and look upon it in a different light. When Mr. Davis arrived in China, the prin- cipal offices under government, were filled by men notoriously incompetent. The most imtisfactory to the sellers. portant publie duties were sacrificed for private interest. These men have been swept away, and we may safely say that, from their cluef, downwards, “ the place that knew them shall know them no more." His Excellency found in every department the greatest confusion-re cords incomplete accounts deranged plans unfinished-letters unanswered-publia impro- vement at a stand still; and in short the vessel a complete wreek, with the grim pilot labouring undauntedly, but alone, to keep lier afloat, or stretch her shivered sail to a port of refuge. His Excellency, in four months has completely refitted, and munned the ship with a good crew, and she may be considered in a serviceable condition for the duties she has to perform.

First in the list of good works, commenced: and now carrying on, we place the formation of public streets and drains, fit to carry off the Fr the hills water which at all seasons flows from the in the vicinity, and which when allowed to lodge in the imperfect cuts formerly made, or in its natural bed, has unquestionably added to, if it has not been the principal cause of the prevailing sickness. This very necessary work, had been neglected, either from the incompe tency or indolence of the gentleman, by whom it ought to have been planned and carried into execution long ago; though it is quite possible, he may have been encouraged in his neglect, by the false economy of Sir Henry Pottinger, who was as feluctant to lay out money in im- proving the colony, as he would be, to give his parse to a highwaymau. Eventually we
