mont is indisputable, and has been recently exer cised when a colonial assembly (as at Jamaica.) refused to pass a law which the imperk Perla ment deemed requis. With regard to the power of the Imperial Parliament to interfors in the in- ternal taxation of a colony, it should be observed that the doubt could only arise in reference to those colonies which have representative assemblies and even in respect to them the Act 18 Goo, III. did not abandon the right, but merely declared Pepper that the Parliament will not Braraise the right of | Rich, cargo quality autergal taxation upon the colonies. There can bo no doubt that the Temperial Parliament would not rashly or harshly interfere in the internal con- cerns of a colony, such as Lower Onnadh, but n case may arise, as we have recently witnessed, where interference may be a matter of duty rather than choice, if the power and respect of the mo ther country be worth preserving.

COLONIAL POLICY OF THE BRITISHI EMPIRE
By R. MoreOMERY MARTIN, Esq. (Continued from No. 148.)
The board consists of a president, who is a CN- binet minister, and should comprize some unpaid and paid commissioners, members of the privy council, appointed by His Majesty, wo of the principal secretaries of state, and the chancellor of the exchequer, always forming en afficio three of the unpaid commissioners the whole changing with any alteration in the ministry
The controlling functions of the board are user- cised in revising all dispatches prepared by the Court of Directors of the East India Company, and addressed to governments in India, the board possesses also an orgating power by compelling the Court Directors to prepare a dispatch on any named subject, and by altering or revising much dispatch as it may deem fit.
With the foregoing data for a guide, we tony now preceed to consider the subject of colonial government in a general point of view, mud to examine the working of the present system
SECTION V
A nation possessed of colonies may be enm- pared to a mother with children, particularly as regards settlements which have been founited by the parent state: the greatest care is required in then intincy, as thy grow in strength, a certain degree of control is nagpasary, which should be

The board may be said to possess a representa. tive in India, in the person of a member of coun cil of the supreme government, nominated by the and not belonging to the civil or military services of the East India Company.
The patronage of India consists chiefly in ap- pointments, as almost all promotion in the civil or military departments goes by seniority. The patronage of appointment is thus managed, the number of writers, cadets, and assistant surgeons required for the
year being ascertained, it is all vided into thirty shares, of which the and the deputy chairman of the Court of Dirm- tors, and the President of the Board of Contral, have each two, and each director one shara.
His Majesty's ministers, through the president of the Board of Control, bave the appointment of judges, bishops, and officers of the King's army serving in India, they also possess & negative on the Court of Directors, nomination of the governor general, governors, commanders in chief, and mem pers of council.
It should be added that the Court of Directora now consists, for the greater part of retired civil, military, or maritime servants of the East Inca Company, who agrofore practically acquainted with the counties which they are called on to govern, and among the paid or unpaid commissio ners of the Board of Control are not unfrequently found mon who have passed a great part of their lives in India, and who are consequently possessed of a knowledge of the important duties which they are called onto perform,
The East India Company's legislative overn- ment at each of the presidencies of Bengal, Madras, and Bombay, is to a certain degree controlled by the supreme or ling's courty patablished thors: cach presided over by a obiel latico and lo puisne judges, who are importa to watch over ants willin and protect the interesisht

With individuals, de parpotuation of their spp. oica is one.
