The board consists of a president, who is a CN- binet minister, and should comprize some unpaid and paid commissioners, members of the privy council, appointed by His Majesty, wo of the principal secretaries of state, and the chancellor of the exchequer, always forming en afficio three of the unpaid commissioners the whole changing with any alteration in the ministry

The controlling functions of the board are user- cised in revising all dispatches prepared by the Court of Directors of the East India Company, and addressed to governments in India, the board possesses also an orgating power by compelling the Court Directors to prepare a dispatch on any named subject, and by altering or revising much dispatch as it may deem fit.

With the foregoing data for a guide, we tony now preceed to consider the subject of colonial government in a general point of view, mud to examine the working of the present system

The patronage of India consists chiefly in ap- pointments, as almost all promotion in the civil or military departments goes by seniority. The patronage of appointment is thus managed, the number of writers, cadets, and assistant surgeons required for the
