PROCLAMATION.

By His Excellency Sir HENRY POPLINGER, Barl., G.C.B., Her Britannic Mesty's Plenipotentiary and Superintendent of Trade No. in Chipa,

WHEREAS, I have received an official application from the Acting Viceroy of the K vangtung and Kwangse (Canton, } r'rov- inces talling on the 16 cause the removal of cortan English Murchants" who have established themselves: at Nainoa on the fronter of the two abe named, and the Fokien, Provinces, and who are stated to have there built houses, made ronds, &c., &c. lu w publish the correspondence No. 1 a 3 which has passed between the Excellency the said Noting Veceroy and myself on this subject, and I do by this Proclammion nouly to, and specially warn all for Majesty's Subjects who may be interested in the matter, of the risk and consequences of refusing or evading any injunction or summons thay may rocose from the Others of the Government of Chima to quit Namioa within the appointed time,

Reking, the Governor as well as mysoll found on enquiry, that the Engal Merchnots had on the frontera of Pokeêu and Kwang. tung, of Namoa, built bansas and mada u road.

We therefore despatched an able Offloor to go thither, and ascertain the truth thereof. According to his statement, it appears that some Englishmen in the 21st year of Taoukwang [1811] erected at the spit of Changshan which belongs to Namon, threa buildings fiffeus feet high, twenty feet deep [long?) and twenty feet in dreadth, and also a log hut and three mud hats covered with straw, twelve feet high teen feet deep long) and eighteen leet in breadth. Looking to the above described facts I think Your Brullenoy will distnedy see, that the remedy to be applied to, and the ra moval of, the unauth irised residengn of the English Merchinuta at Namon is an affair of the Chinese Government, and that I can no more interfore to do so further than I have already interfered by issuing stringent Proclamations-than I should expect Your Ex- polleney to do, were any persons to come and soule on the Island of Hongkong without my love, and, contrary to my ordars,
