It is remarkable that in the whole of the regulations issued relative to the trade there is not one instance of any special mention of Oplum. It will be remembered that the storing of Opium at Hong-Kong has been prohibited, and of course in the five Ports the drug will be a contraband article. Now Sir Henry Pottinger, in his proclama- tion of the 22nd July, declares that he is determined to exact a strict compliance with every provision of the new Commercial Treaty, and will adopt the most stringent ineasures against any parties who may have evaded those provisions, even to an extent beyond his authorised powers, if it seem fit to him.

In this emphatic repudiation of all kinds of illicit deuling, the Opium trade is probably more particularly aimed at, and we may conclude that the Chinese Government have declined to authorize the admission of Opium on any terms, and that the only way the Plenipotentiary saw to prevent the Opium trade affording grounds for another rupture with the Chinese, was to wholly disconnect the British authori- ties from all appearance of countenancing or protecting the trade, and even to threaten active measures against those engaged in it as avowed enemies to the peaceful and legiti- mare commerce between the two countries.

We cannot conclude our notice of the above mentioned arrangements without offering our small tribute of praiseTM to Sir Henry Pottinger for his having completed them with so much ability and judgment, and we must own that we admire exceedingly the straight forward and manly declaration that he will not be stopped by any petty fears of personal responsibility in his proceedings against parties who may, for their private advantage, enter into any dealings involving a violation of the Treaty, and there. fore likely to render pugatory his arduous and apparently successful efforts to place the commercial intercourse be- 1wren the two nations on a firm and lasting footing.

It is to be noted that, concomitant with all these pacific arrangements between the Emperor's Commissioner and the British Plenipotentiary, in the interior of China pre- parations are making for the contingency of war: and the harshest measures are in progress against all Chinese func- tionaries who have came into collision with and been com- pelled to succumb to our forces, Yu-poo-yin, who was Commander Chief of Chekeang province, was long ago decapitated, and other officers have been condemned to death for their ill fortune in not being able to resist us. The purchases for the American market average in the purchase of Hyson Skin, nearly 3uTaele, Hyson. 7 to 8 taels, Young Hyson 4 to 5 taels and Imperial Gunpowder, 8 to 10 els per pecul above those of last season.
