THE FRIEND OF CHINĂ, AND HONG-KONG GAZETTE,

VICTORIA, THURSDAY, Avover 100 1848

We have derived much pleasure from the per- usal of an article on the late Orrum DEBATE, in the Friend of India of the 8th June. The article in question is marked throughout, by that sound and temperate judgn e it which ordinarily distinguishes the leaders of this Indian Journal,

We regret we cannot transfer i to our columns, as it better expresses opinions which we have be- fore published, and which, it would appear, are not in vogue at home, or at least, not in vogue with the Home Government.

No comment is necessary to add to the force and truthfulness of the following extract. Every resid- ent of practical experience will attest its perfect

correctness.

will [if properly urged] reduce the duty on Tea. The admirable adjustment of the new Chinese Tarif affords arguments irrefragable, of the mon- the implicy of maintaining the present duty on

staple Export.

We have

ve avowed our prédeliction for an ad- valorem duty, say of 100 per cent, on Tea, Surely the Income Tax, the Property Tax, or some such impost, ought ungrudgingly to be paid by the rich, rather than a higher duty than cont per cent, should be levied, on what has now becpine to millions, oneTM of the necessaries of life.

"Melancholy as the prospect may seem, there do not appear any means within the reach of our Government by which the consumption of Opium Can be arrested. The measures hitherto suggested would only serve to spread misery and disorder throughout our own provinces, without any bene- fit to China. Every effort of the Chinese Govern- ment to cure the evil, has also failed. In spite of the most stringent laws, and the most sanguinary execution of them, the consumption has increased from 4000 to 40,000 chests. On the line of coast, the Jength extending to 800 miles, where almost every inan is favourable to the free trade of the smuggler, there is no possibility of establishing an efficient Coast Guard. We question whether the aid of our own Government, which is so little able to protect its own Coast from the visit cf the Sinuggler, would be altogether effectual, but we are certain that THE SINGAPORE FREE PRESS of the 20th July, Parliament would never sanction from year to year, says, “fears are entertained for the

connexion with this subject, we may observe, that on the same topic there is an admirable and characteristic paper in the Examiner, of the 15th April, which is re-printed in the Singapore Free Press, of the 7th of July. We take this opportunity of thanking our Contemporary for his hearty condemnation of the proposition to deprive Hong-Kong of the privileges of a Free Port. The extract will be found in another column.

An intelligent Triend writes us from Canton, as follows: I agree with you that the Tariff and Regulations of Trade are very satisfactory All we now want is a reduction in the Home Duty on Tea, but I cannot see how we can expect it until we get rid of the Income Tax". As there may be many sharers in this opinion, (which may ex plain the otherwise unaccountable apathy which obtains in this quarter on the subject); we pur- bose making a few observations, with the view of g what we think is an erroneous im-

removing pression.

By the last accounts it appears the Income Tax will produce nearly double Sir Robert Peel's or- iginal estimate or about £7,200,000 the return of the first quarter of 1813 amounted to $1,800,000. It is to be remembered that the Income Tax has been enacted for tiree years ending the April 1845 (5 & 6 Victon Cap, 35)

that.

From the same papers we learn that the settle ments in New Zealand are progressing very satis- factorily, and it appears no less than six hundred vessels have arrived at the Port of Wellington in a period of little more than three

years.

THE BOMBAY TIMES of June the 14th announ- ces the total loss of the HERO of Malown, off Cochin also the AMELIA THOMPSON which foundered at sea on the 23d. of May about 80 miles E by S of Madras.

We are glad to perceive by the notification in our first page, that the Seamans Hospital is now ready for the reception of patients. It will be ve- ry satisfactory to those who may be compelled to becomes its inmates to have the benefit of the well known skill and successful treatment of Dr. Young who has generously consented to give his gratuitous services in promoting the praiseworthy objects of this institution.
